Marcello José das Neves Alves Caetano was born in Lisbon on August 17, 1906.
He graduated in Law from the University of Lisbon and was a lecturer at the same institution.
As legal auditor for the Ministry of Finance, he collaborated with Oliveira Salazar and Pedro Teotónio Pereira in writing the insurance legislation of 1928-29.
In the 1930s he pursued a university career. In 1931, he received his doctorate in law from the University of Lisbon, teaching and presenting studies in corporate law and the history of law and institutions. He reformed Portuguese administrative law (the Administrative Code of 1936) and published works on insurance: “Ensaio sobre o contrato de seguro”, 1939; “O transporte marítimo: contratos de transporte e de seguro marítimo”, 1942).
Having devoted many years of his life to the study and creation of insurance legislation in Portugal, he has reached positions in the main institutions of insurance activity.
He was president of the first Board of Directors of the Grámio dos Seguradores in 1934, as director of the Fidelidade Insurance Company. In 1936 Prof. Marcelo Caetano was the rapporteur of the first collective labour contract in Portugal.
On September 26, 1968 he was appointed President of the Council of Ministers, replacing Oliveira Salazar. He was the last head of government of the Estado Novo.
At the time, Marcelo Caetano was a director of Companhia de Seguros Bonança, chairman of the General Assembly of Companhia de Seguros Previsão and chairman of the General Council of the Grémio dos Seguradores.
Marcelo Caetano died on October 26, 1980, in the city of Rio de Janeiro (Brazil).
